Modernisation and Digital Government in Chile
The main goal of the Modernisation and Digital Government Unit of the Ministry General Secretariat of the Presidency is to bring the state to citizens, in order to deliver better services, closer to the people needs, more transparent, participatory and efficient.
Main initiatives
ChileAtiende

ChileAtiende is a Multiservice Public Network that brings services delivered by public institutions closer to the people. Citizens can access information easily, according to their needs, through three channels: points of service, call center and website.

150 points of service: located across the country are staffed by specially trained personnel to deliver high quality service to people. Currently available are diverse benefits and services of the Social Security Institute (IPS), the National Health Service (FONASA), the National Training and Employment Service (SENCE), the Department of Housing and Urban Development (SERVIU), the Directorate Welfare of Police (DIPRECA) Provident Fund of National Defense (CAPREDENA), the Ministry of National Heritage, the National Consumer Service (SERNAC), the Solidarity and Social Investment Fund (FOSIS), the Electoral Service (SERVEL), the Civil Registry and Identification Service (SRCeI), the Citizen Defense Commission (CDC) and the Institute of Occupational Safety (ISL).
- ChileAtiende website: provides a direct access to information on more than 2,000 benefits and services in plain language, with a step by step guide to make it easier for citizens to understand the procedures to run and errand or make a submission.

Call center 101: provides orientation on public services and benefits that are part of the ChileAtiende Network, and consolidates in one short number more than 30 phone services with orientation about education, social benefits and citizen rights, among others.
Over the coming months, ChileAtiende will continue to expand its network of agencies and available services to deliver more and better attention to the citizens.
Open Government Portal
This portal aims at facilitating the access of citizens to the opportunities for participation, collaboration and transparency offered by the state. People can access in one place to the public consultations that are in course, as well as submit ideas to improve the State, get information on services that are deliver by public institutions and the competitive funds currently available as well as access to the entities responsible of promoting transparency in Chile, among other alternatives. This Open Government platform was published in an alpha version, so the citizens could help define the final design and functionalities of the website. Its implementation is also part of the commitments made by our country in its Action Plan, presented at the first conference of the Open Government Partnership (OGP) in Brasilia.
- Public data: portal that offers the citizens access to datasets generated by public institutions with public budget, in order that society at large can use them and add value to that data: to make better decisions, promote economic development through digital entrepreneurship and generate new investigations, providing new opportunities to participate in the development of our society.
- Public consultations: section of the Open Government Portal where people can find all the current public consultations available in the State, and express their views about the issues presented, contributing to the improvement of policies, proposals and bills.
- Ideas to improve the State: Digital platform aimed at providing citizens with a tool for collaboration, participation, and knowledge management. In this website, users can register to send their initiatives or collaborations, discuss and vote on them with the community.
Integrated platform of government services
This project aims to interconnect to public institutions for the exchange of information between them that is necessary to improve the delivery of services to citizens. The idea behind this platform is to avoid asking the citizens for information that they have already given to the State. To do this, we developed an interoperability platform service-oriented (SOA). Currently, this platform comprises over 40 public institutions participating and facilitating more than 109 formalities, with over 2 million transactions per month.
Digital Identity
Digital identity is a system designed to facilitate the access of citizens to the online services and benefits of the State, anywhere, without having to manage multiple passwords or fill multiple records, through a single password. This is an initiative of the National Identification Office in collaboration with the State Modernization Office. The main goal of this initiative is to save time to the citizens and allow them to make their formalities more easily.
Digitalization campaign (www.chilesinpapeleo.cl)
The digitalization campaign is part of the modernisation of the State process, which aims the digitalizing of state formalities. In order to do that, in the next months the government will launch a presidential instruction addressed to 150 public institutions, so they compromise the digitalization of at least one of their formalities in 2012, and 30% of their formalities by 2013. To help public institutions in the selection of which of their formalities to put online, soon we will launch a website where citizens can declare which formalities need urgently to be modernized.
Digital Guide (www.guiadigital.gob.cl)
Guide of Best Practices for the guidance of public institutions and general public in the development of digital platforms for the public sector, as well as in the use of social platforms, enabling the sharing of digital learning obtained by various institutions in the administration of these media, so the government can deliver better online services to the citizens.
Technological Community (www.comunidadtecnologica.cl)
This initiative seeks to create a common space to promote knowledge management and best practices in technology issues aimed at improving the State. It is a platform that promotes the exchange of good practices and experiences among IT experts from the public sector, stimulating the creation of support networks between them, disseminate and distribute applications to address common needs and initiatives of the State of collaborative development of solutions.
